Request ESA Evaluation

How It Works

1. Request ESA Evaluation

Submit your information to request an ESA evaluation.

2. Clinical Evaluation

Meet with a licensed mental health professional via telehealth or in person.

3. Receive ESA Letter

If clinically appropriate, receive a Fair Housing Act–compliant ESA letter.

Important: ESA letters are only issued after a proper clinical evaluation by a licensed mental health professional. We do not provide letters without determining clinical appropriateness.

Understanding Emotional Support Animal (ESA) Letters

What an ESA Letter Is (and Isn't)

An ESA letter is official documentation from a licensed mental health professional stating that you have a mental health condition and that an emotional support animal is part of your treatment plan.

  • Written by a licensed mental health professional after clinical evaluation
  • Documents that an ESA is part of your treatment plan
  • Not a registration, certificate, or instant online approval
  • Issued only if clinically appropriate — not everyone qualifies

Legal Protections

The Fair Housing Act requires landlords to make reasonable accommodations for ESAs, even in no-pet housing. This means:

  • No pet deposits or pet fees for your ESA
  • Breed and weight restrictions typically do not apply
  • ESA letters do not provide public access rights like service animals

Who May Qualify

You may qualify for an ESA letter if you have a diagnosed mental health condition where an emotional support animal would provide genuine therapeutic benefit:

Anxiety disorders (GAD, social anxiety, panic)
Depression (major depressive disorder)
Post-traumatic stress disorder (PTSD)
Bipolar disorder
Panic disorder
Other clinically diagnosed conditions

Eligibility is determined clinically — not everyone who applies will qualify.

ESA vs Service Animals

Emotional Support Animal (ESA)

  • • Provides emotional support and companionship
  • • No specific task training required
  • • Housing protections under Fair Housing Act
  • • No public access rights

Service Animal

  • • Trained to perform specific tasks
  • • Requires specialized task training
  • • ADA public access protections
  • • Can accompany handler in public spaces

Beware of "Instant" ESA Letters

Many online services offer ESA letters without a proper clinical evaluation. These letters are often rejected by landlords and property managers.

  • Legitimate ESA letters require evaluation by a licensed mental health professional
  • Empathy Health Clinic provides clinical care, not just paperwork
  • Our providers are licensed in Florida and conduct thorough evaluations
